Advancing their shared commitment to cultivating competent, ethical, and service-oriented local leaders, Naga College Foundation, Inc. (NCF) has officially joined forces with the Department of the Interior and Local Government (DILG) – Camarines Sur Provincial Office to launch the specialized Certificate in Barangay Governance (CBG) program.
The seven-week certification program officially kicked off its pilot implementation from June 5 to 6, 2026, at the NCF Research Center—welcoming a pioneering batch of 15 fully sponsored NCF scholars consisting of elected and appointed barangay leaders and personnel hailing from the municipalities of Pili, San Fernando, Presentacion, Gainza, and Pamplona.
It is recalled that on August 27, 2025, NCF, through the Center for Research, Learning, and Development (CRLD), entered into agreement with the DILG Camarines Sur and instituted a public-private partnership to boost “professional development and leadership preparation among barangay officials and community stakeholders.”
The CBG, as stipulated in the memorandum, centers on developing skills, knowledge, and proficiency among barangay stakeholders, as well as empowering them with attributes needed for effective barangay leadership—positioning NCF as the primary institution assigned to supervise and oversee the program rollout, with assistance from DILG Camarines Sur in the participatory design of course content and the arrangement for a pool of qualified trainers.
Designed to equip incumbent and aspiring local officials with the essential knowledge, skills, and values required for effective local administration, the comprehensive curriculum spans seven core modules ranging from development planning and fiscal administration to localized justice and barangay automation.
During the kickoff, participants were immersed in the fundamentals of local administration through a session on the Fundamentals of Barangay Governance, which was dynamically facilitated by Dr. Jerwin Novio, Local Government Operations Officer VII of the DILG Camarines Sur.
Throughout the CBG program, participants will engage in rigorous face-to-face learning sessions, practical activities, and module-based assessments facilitated by expert resource persons from DILG Camarines Sur before being honored in a formal recognition ceremony upon completion.
