NCF maps out strategic plan, strengthens leadership bench at 2-day executive conference

Steering its long-term strategic agenda toward full institutional elevation, Naga College Foundation, Inc. (NCF) convened its administrative and academic leadership for the 5-Year Summative and Planning Conference, held on July 16-17, 2026, at Rocks and Green Resort, Carolina, Naga City.

Anchored on the theme “Transitioning to NUF: Shaping a Future-Proofed University Through Technology in Education,” the two-day conference served as a criticial platform to evaluate the institution’s key milestones over the past five years while finalizing the operational and technological roadmaps required for its ongoing transition to Naga University Foundation (NUF).

The executive conference led by Atty. Carlo C. Villanueva, NCF Board Chairperson and Senior Vice President, and Mr. Mario C. Villanueva, NCF President, focused on aligning institutional structure, standard operating policies, academic rigor, and digital infrastructure with university-grade standards.

To ground the strategic roadmap in institutional reality, Dr. Nico A. Ogarte, Assistant Vice President for Research, Innovation, Extension, and Sustainability (RIES), presented the rigorous evaluations of key performance indicators, including Net Promoter Score (NPS), Customer Satisfaction (CSAT), and Happiness Index (HI) across all academic and select administrative units.

Deliberations highlighted data-driven evaluations of past performance alongside forward-looking strategies designed to integrate advanced educational technologies and universal norms across all academic offerings and administrative operations.

A pivotal segment of the conference was the formal introduction of the institution’s newest executive officers and key leadership members, presented by President Villanueva.

Addressing the assembly, President Villanueva underscored the vital role of adaptive, forward-thinking leadership in navigating the complexities of modern higher education and fulfilling the requirements for university status.

“These exceptional individuals are expected to bring fresh perspectives and technical expertise significant for our transformation… As we build the structural and technological foundation of NUF, our collective commitment remains centered on academic excellence, institutional stability, and holistic student development,” President Villanueva stated.

Among the newly appointed leaders was Mr. Roland C. Villanueva, Jr., NCF Board Secretary, who now concurrently serves as the Assistant to the Chief Finance Officer geared toward institutional assets and facilities management, and pledged to have “big ears to listen and big feet to deliver.”

Mr. Christian Wesley D. Villanueva—leveraging extensive experience in business operations—was installed as the Special Assistant to the President on Auxiliary Services to oversee the management and operations of non-academic, revenue-generating institutional projects, vowing to champion his staff “from support units to vital contributors” toward the success of the institution.

Bringing 26 years of experience in public service and high-level expertise in education, Dr. Alex H. Navarroza was also named as one of the institution’s key new leaders, swearing to “live up the standards of the would-be university” as a pivotal player in transforming NCF to NUF.

Ms. Ma. Humildad F. Claro also joined the community of champions as the Quality Assurance Director, emphasizing that “assessing the institution” is an integral step in reinforcing a culture of quality.

President Villanueva likewise reintroduced Ms. Kathleen Joy G. Pilapil in her new capacity as Chief Brand Officer.

The two-day summit concluded with actionable strategic frameworks set for rollout across all divisions and units, guaranteeing that the entire NCF community moves in lockstep toward a technology-driven, globally competitive educational ecosystem as NUF.
