Reaffirming the institutional commitment to community development and excellence, a team of academic and technical experts from Naga College Foundation, Inc. (NCF) presented updated, evidence-based business plans for three of Naga City’s major Local Economic Enterprises (LEEs) during a comprehensive presentation and review held on September 8, 2026, at the Raul S. Roco Library, Naga City Hall Complex.

The high-level engagement leveraged NCF’s deep academic expertise to formulate forward-looking strategic roadmaps for the Bicol Central Station (BCS), the Market Enterprise and Promotions Office (MEPO), and the Naga City General Hospital (NCGH).

The initiative builds upon a Memorandum of Agreement (MOA) formalized between NCF and the Naga City Government on November 11, 2025, to assist the local government unit in updating the business plans of its key economic drivers.

Spearheading the strategic interventions for BCS were Mr. Harvin G. Ong, Director of TIGRE TBI, and Mr. Jediah Edsel C. Nery, faculty m ember of the College of Accountancy and Finance (CAF), under the mentorship of expert adviser Dr. Nico A. Ogarte, Assistant Vice President for Research, Innovation, Extension, and Sustainability (RIES).

Their presentation delved into opportunities to modernize terminal operations, enhance revenue viability, and solidify BCS as the premier regional transport gateway in the Bicol Region.

Presenting the operational framework for MEPO’s major portfolio—the Naga City People’s Mall (NCPM)—were Mr. Wilven John C. Gadian, faculty member of the College of Business and Management (CBM), and Mr. Daryl R. Remoquillo, CAF Faculty Member, under the advisory of Dr. Nora Elizabeth F. Maniquiz, Vice President for Academic Affairs.

The team put forth actionable strategies to overhaul operational excellence, optimize revenue generation, and elevate customer experience to drive the economic vitality of NCPM and MEPO as a whole.

Concurrently, Ms. Lorence Aster B. Pellejera, CAF Dean, alongside College of Health Sciences (CHS) faculty members Ms. Fatima G. Dasal and Mr. John John V. Bechayda, proposed a fiscal turnaround outline for NCGH.

The team envisioned a strategic transition for NCGH from a heavily subsidized safety net into a self-sustaining, efficient healthcare enterprise, addressing persistent fiscal deficits while expanding quality medical services for Nagueños.

According to the City Planning and Development Office (CPDO), the collaboration “aligns with the City’s pursuit of a ‘Thriving and Inclusive Economy’ under the Eight Finish Lines” of the Naga City Government, as stated in a Facebook post on September 8, 2026.

The review session brought together key leadership from LGU Naga, led by Atty. Noreen San Luis, City Administrator; Mr. Wilfredo B. Prilles Jr., CPDO Coordinator; and Atty. Domnina Rances, Project Monitoring Committee representative, together with Mr. Ray-an Rentoy of the City Mayor’s Office.

Enterprise leaders were also present to evaluate the plans, including Mr. Roderick Reforsado, BCS Head; Mr. Tali Pabines, MEPO Representative; and Dr. Joseph Sanchez, NCGH Chief.

Through this landmark collaboration, NCF solidifies its position as a key institutional partner in local governance and economic transformation—utilizing research rigor, faculty expertise, and actionable solutions to drive sustainable progress for Naga City as an epicenter of development in the Bicol Region.
